What is a virtual server or VPS?
An extremely powerful physical dedicated server is divided into several smaller virtual private servers. "Private", because each VPS is completely independent from each other and has its own secure server environment.
As a user, you have full root access to configure your virtual server according to your needs and, if you want, to assign permissions to other users.
