Basically anyone can order a domain name!
You only need to have a name and residence (address) for ordering most domain names. But is hasn't always been like that...
Untill 2 years ago, only companies located in Belgium could order a .be domain name. However, registration did become possible for the public at large later. Nowadays, most domain name extensions are available for registration. .com, .net, .be, .nl,... any of those combell.com - or any other registrar - can register for you.
Unfortunately, some countries are still behind when it comes to liberalising their domain name market. Following domain names still require residency in the according country: .fr (France), .dk (Denmark), .jp (Japan), .au (Australia), .tw (Taiwan) and .hk (Hong Kong).
